چکیده مقاله :
كمبود فضاهاي ورزشي و توزيع نشدن بهينه و صحيح اينگونه اماكن با توجه به ميزان جمعيت مناطق شهري و ناكافي بودن منابع مالي دولتي براي توسعه آن، يكي از بزرگ‌ترين مشكلات پيشِ روي شهرها به‌ويژه شهرهاي بزرگ است. طرح احداث مجموعه ورزشي نارمك از جمله طرح‌هايي است كه با هدف توسعه فضاهاي ورزشي و فراغتي و در راستاي طرح جامع شهر تهران و طرح تفصيلي منطقۀ 8 به مرحله اجرا در آمده است. تبديل يك مكان آلوده در سطح منطقه به يك فضاي خدماتي از ديگر اهداف اين پروژه بوده است. پژوهش حاضر در پي شناسايي تأثيرات اجتماعي و فرهنگي و برآورد پيامدهاي مثبت و منفي در محدوده تحت نفوذ اجراي طرح است. در اين پژوهش از رويكرد تركيبي و برای جمع‌آوری اطلاعات از روش‌های اسنادی و میدانی و ابزار مختلفي نظير مشاهده، مصاحبه‌هاي عميق و نيمه¬ساختمند، بحث‌هاي گروهي متمركز و پرسشنامه برای گردآوري اطلاعات آن استفاده شده است. يافته‌‌هاي اين پژوهش نشان مي‌دهد كه احداث مجموعه در كنار پيامدهاي مثبتي نظير افزايش سرانۀ فضاي ورزشي، از بين رفتن آلودگي‌هاي زيست¬محيطي، بهبود منظر شهري، كاهش هزينۀ خانوار، كاهش احساس ناامني، بهبود الگوي فراغت و… داراي پيامدهاي منفي نظير كاهش مراجعه¬كننده به مراكز ورزشي فعال سطح محدوده، كمبود پاركينگ و افزايش ترافيك در سطح محدوده خواهد بود.

One of the biggest problems facing cities, especially large ones is inadequate share and distribution of sports facilities due to the size of urban population and insufficient government budget. Construction of Narmak Sports Complex is one of the projects that have been implemented with the aim of developing sports and leisure areaaligned with the Comprehensive Master-plan for Tehran City and the Detailed Plan of Region 8. It also aimed to transform a polluted site into a service area.The present study seeks to identify the social and cultural impacts of this project and to estimate the positive and negative outcomes within the project-affected area. This research took a mixed approach combining documentary and field methods, and tools such as observation, in-depth and semi-structured interviews, questionnaires, and focused group discussions were used to collect data.The findings of this study show that besides positive impacts such as increasing sports spaceper capita, eliminating environmental pollution, improving the urban landscape, reducing household costs, reducing perceived public insecurity, enriching leisure activity patterns, etc., this projectalso has negative impacts such as reducing market share of pre-existing sports complexes, causing traffic problems due to lack of parking space and increasing traffic jams in the area.
